According to the permission of the “Russian Railways” passengers who bought a seat on the lower shelf, may not allow themselves to those passengers who purchased a ticket on the back of the regiment.
“The passage of other persons on the places paid by the passenger is not allowed, therefore, the right to stay on the lowest place paid for by another passenger, without his consent, is absent,” RZD’s official reply was.
According to the rules of transportation, everyone has the right to occupy the place indicated in the ticket. Also, the passenger from the lower shelf has more rights to place the luggage under his place.
Of course, this is an official response, but passengers from the lower shelves, still have to let their fellow travelers go down to eat.
